I'm currently digging around Google to find some kind of mod that allows for the server to not run while no one is on, but kick back on when someone tries to connect to it while it's empty. The reason is that I want to have terrafirmacraft (which is season based and time sensitive) not running all the time, but available enough that others can play when they want to.

A good method of solving this seemed to be to set up a very simple command block system in the spawn chunks (a compass can be very helpful here).
A command block is hooked up to a simple clock with “/testfor

On top of the second command block is a redstone torch and above that another command block with “/gamerule doDaylightCycle false”.
This can all be compactly contained in bedrock (and hidden away underground if you wish).

I found this a little while ago
I never really used it but it says it can do what you want it to do. You can also access everything about it from across the internet which is very helpful. If you click the “live demo” tab at the top you will be able to see what it will look like when you install it.
if you open the demo or the real thing you will see on the left the configuration tab. Click that and then click the features tab at the top. There will be the option “enable server sleeping” a few from the top and you can change that to yes
I bought MCMyAdmin a while ago and this feature works. I had issues with it and non-vanilla minecraft though.
My server host recently moved from McMyAdmin to mPanel, and I'm really missing the functionality of McMyAdmin.

Don't think so, you'll have to turn it off when everybody logs out and back online when someone wants to play.
This solution won't 'pause' the game, as the spawn chunks will stay loaded and things will progress there (mobs spawn, crops grow etc). I'm pretty bad at command blocks, but I find the old /stop, then reboot the server when I want it up again works fine.

I believe for my case, terrafirmacraft, the crops are dependent on ACTUAL time passing in the game. So it should do nicely. With normal minecraft, you are correct.
